Dark Phobia - solution
First mom and dad – 2 minutes.
Dad comes back – 3 minutes,
both children go to mom – 8 minutes.
Mom comes to dad – 10 minutes
and they both get to their children – 12 minutes.
Light Bulbs - solution
Keep the first bulb switched on for a few minutes.
It gets warm, right?
So all you have to do then is ... switch it off,
switch another one on,
walk into the room with bulbs,
touch them and tell which one was switched on as the first one (the warm one)
and the others can be easily identified ...

Ah, I didn't think about the kids going by themselves. I was trying to have dad guide each of them, which took 13 min. Good one!
